What’s Changing in 2025–2026

New Administrator for Spending Accounts, COBRA

WEX Benefits will replace Flores as the administrator of our Health Care and Dependent Daycare Flexible Spending Accounts (FSAs), Lifestyle Account, Health Reimbursement Account (HRA), and COBRA benefits. We made the switch to provide more convenience to team members, including an app that allows for real-time access to your accounts 24/7.

Remember, you must enroll in an FSA each year—your 2024–2025 election will not roll over. FSA enrollees and those with Lifestyle Accounts and/or an HRA can expect to receive a new debit card from WEX Benefits by October 1.

If you are currently enrolled in an FSA, Lifestyle Account, or HRA, you should continue to use Flores for claims incurred through September 30, 2025. WEX Benefits will begin administering these accounts beginning with elections effective October 1, 2025.

Medical and Dental Plan Costs Increasing

Medical and dental plan premiums are increasing October 1, 2025. There are no changes to your medical and dental deductibles and copays. This year, however, we are increasing in-network out-of-pocket maximums under both medical in-network tiers:

  • From $3,000 individual/$6,000 family to $4,000 individual/$8,000 family under the Tidelands Health Plan; and
  • From $6,000 individual/$12,000 family to $8,000 individual/$16,000 family under the Blue Preferred PPO.

In addition, lab work performed at Tidelands Health will now have a $50 copay.

New! Two Prescription Savings Programs

Tidelands Health will introduce two new programs for team members and dependents enrolled in the medical plan, beginning October 1, 2025.

Counter Health

Counter has teamed up with ProAct, your Pharmacy Benefit Manager, to help you save up to $2,000 a month on your medications, at no extra cost.

You can activate your account at my.counterhealth.com/signup. When you do, you can review your personalized savings opportunities, accept savings recommendations, track your progress, and more. If you have questions or need help signing up, call Counter’s Member Care Team at 833-603-3864.

ProActPLUS

ProActPLUS works in the background to automatically find and enroll you in drug manufacturer financial assistance programs that decrease your copays on certain medications. If you have an opportunity to save via ProActPLUS, you may receive a phone call from the ProAct team on steps to take. It is important to respond to the reach out to ensure you do not experience delays in getting medications filled.

Improved Vision Benefit

Interested in Lasik surgery? Vision Plan coverage for this benefit will increase from 35% to 50% beginning October 1.

Allstate Replaces IDShield

Allstate will replace IDShield as provider of identity protection benefits. Allstate goes beyond basic identity protection services to offer programs that meet specific needs of targeted groups. This includes digital tools to help keep tweens and teens safe online, and resources to protect parents age 65+ against fraud and abuse—even if they don’t live in your household.

Important! If you are currently enrolled with IDShield and wish to continue this benefit with Allstate, there is nothing you need to do. Your coverage will roll over to Allstate Identity Protection effective October 1, 2025.

WEX Benefits Replaces Flores October 1

As you’ve learned in our open enrollment communications, the administration of our Flexible Spending Accounts (FSAs) and Health Reimbursement Accounts (HRAs) will move from Flores to WEX Benefits with the new benefit year starting Oct. 1.

What You Need to Know

If you are currently enrolled in an FSA and/or HRA, you should continue to use Flores for claims incurred through Sep. 30, 2025. WEX will begin administering these accounts beginning with elections effective Oct.1, 2025.

We are required to allow a run-out period for reimbursements of out-of-pocket healthcare expenses. The run-out claims period is Oct. 1 to Dec. 31, 2025 for any charges that were paid out-of-pocket during the Oct. 1, 2024-Sep.30, 2025 plan year.

During the run-out period, you must submit reimbursement requests manually [link to FSA/HRA medical claim form] or through the Flores App (download for iOS or Android.) Any remaining eligible funds in your Flores account will roll over and be available in your WEX account around Jan. 1, 2026. You can use these funds for out-of-pocket expenses you incur from Oct.1, 2025 to Sep. 30, 2026.

The run-out process has always been in place. However, you may not have noticed in the past that this is how eligible rollover funds are handled. With the move from Flores to WEX, the run-out period must be completed before remaining funds can transfer.

Tidelands Health Benefit Counselors are at the ready to help you review your benefits and the enrollment process. Saturday and Sunday appointments are available. For phone appointments, make sure you have access to a computer and can log on to Workday prior to your appointment. Benefit Counselors can help you get ready to enroll, but you must enroll on your own.

Get Ready to Enroll

This is your chance to enroll in benefits for the 2025–2026 plan year. All elections made during Open Enrollment will be effective October 1, 2025. Use this checklist to help you prepare:

  • Enroll on Your Own through Workday or Meet with a Benefits Counselor. The benefit counselor can answer questions and guide you through enrollment — you will still need to enroll through Workday.
  • Update your beneficiaries for life insurance when you enroll. To update your 403(b) beneficiaries, access your account at Lincoln Financial Group.
  • Provide proof of eligibility if you add dependents during Open Enrollment. View required documentation.
  • Review your Summary (Confirmation Statement) and notify [email protected] before September 5, 2025 if you need to make any corrections.

Don’t Miss the Deadline

If you don’t do anything during Open Enrollment, your current benefit elections will continue in 2025–2026, with the exception of health care and dependent daycare FSAs — these require new elections each Open Enrollment. You won’t be able to enroll or make changes to your benefits until the next annual Open Enrollment, unless you experience a qualifying life event.

When you complete your enrollment transaction, you will be able to review and print or download your confirmation statement. Please be sure to review your confirmation statement carefully.

Complete Your YouCare Wellbeing Activities Beginning October 1

You can begin completing your wellbeing program activities on October 1. When you do, you earn contributions toward your HRA or Lifestyle Spending Account, funded by Tidelands Health! Learn more at tidelandshealthyoucare.org.
